DESIGN AND PERMITTING PHASE

PHASE A.

ELABORATION OF PROGRAM OF REQUIREMENTS/ TENDER FOR DESIGNER

In close cooperation with the Investor, the Project Manager will determine the exact scope of works
that will include:

  • Collection of data and requirements from Investor
  • Mission and Strategy development.
  • Required space analysis.
  • Program of requirements, a document which will contain the brief description of the entire project and will be used as guideline for the elaboration of the conceptual design
  • Preparation of tender for the selection of Designer according to project’s needs and investor’s request
  • Negotiations with potential Designers
  • Preparation of contract for Designer

PHASE B.

COORDINATION AND CONTROL OF MASTER PLANNING & PRELIMINARY DESIGN

Based on the program of requirements the Project Manager will proceed to the coordination & control of Master Planning & conceptual design performed by the Designer selected which will include all necessary documents (drawings & specifications):

  • Preliminary Master Planning
  • Preliminary enviromental design
  • Preliminary design of geotechnical and geotechnical testing field;
  • Preliminary Architectural design of the buildings
  • Preliminary Structural design
  • Preliminary Landscaping & Traffic design
  • Preliminary Fire protection design
  • Preliminary Electrical (HV & LV) design
  • Preliminary HVAC design
  • Preliminary Water & Sewage design
  • Preliminary BMS design
  • Preliminary lifting equipment design

PHASE B.1

BUDGET & TIME SCHEDULE ESTIMATION

  • Preparation of Budget estimation (Preliminary Budget) based on the preliminary design analyzed per item of construction
  • Preparation of Time Schedule
  • Value Engineering (Preliminary stage) in order to identify weak points in the preliminary design which may have an impact to the cost & time schedule
  • Alternative proposals for construction methods in order to facilitate time schedule

PHASE C.

COORDINATION & CONTROL OF MAIN DESIGN & BUILDING PERMIT PROCEDURES

Following the approval from the Investor of Preliminary Design, the Designer should proceed to the elaboration of Main Design in order to prepare the necessary documents for obtaining the Building Permit. The Project Manager will coordinate & control thoroughly all stages of Main Design per discipline in order to ensure that the project is designed properly according to Investor’s requests regarding cost, quality and time.

Main Design should include all necessary drawings (in proper scale), technical specifications and bill of quantities prepared by the Designer and checked by the Project Manager according to the following list of designs:

  • Main Masterplaning
  • Main geotechnical design
  • Main Architectural design
  • Main Structural design
  • Main Landscaping & Traffic design
  • Main Fire protection design
  • Main Electrical (HV & LV) design
  • Main HVAC design
  • Main Water & Sewage design
  • Main BMS design
  • Main lifting equipment design
Project Manager will cooperate closely with the Designer & the Investor in order to ensure the timely issuance of the Building Permit and will provide Risk Analysis in relation with potential risks in the permitting procedure.

PHASE C.1

BUDGET & TIME SCHEDULE ESTIMATION

  • Preparation of Budget estimation (Main Design Budget) based on the main design analyzed per item of construction
  • Preparation of reliableTime Schedule/ task
  • Value Engineering (Main Design stage) in order to provide alternatives to expedite construction and/or reduce the construction cost

PHASE D.

COORDINATION & CONTROL OF DETAILED DESIGN

During the permitting procedure and in parallel with the issuance of the Building Permit the Designer should proceed to the elaboration of the Detailed Design in order to prepare all necessary documents for the Tendering Procedure. The Project Manager will control & coordinate the Detailed Design per discipline in order to ensure that in the Tender Documents all necessary information is included in order to receive accurate and reliable offers from General Contractors ensuring on the same time that method of construction, specifications and materials are clearly defined according to serve Investor’s requests.

Detailed Design should include all necessary drawings (in proper scale), technical specifications and bill of quantities prepared by the Designer and controlled by the Project Manager according to the following list of designs:

  • Detailed Architectural design
  • Detailed Structural design
  • Detailed Landscaping & Traffic design
  • Detailed Fire protection design
  • Detailed Electrical (HV & LV) design
  • Detailed HVAC design
  • Detailed Water & Sewage design
  • Detailed BMS design
  • Detailed lifting equipment design

PHASE E.

CONTRACTING

The Project Manager will prepare and recommend to the Investor the Contracting Strategy; approach is different in every case and strategy should be adjusted to the project’s objectives.

Scope of works in this phase includes:

  • Preparation of Contracting Strategy in cooperation with the Investor
  • Prequalification activities
  • Preparation of tendering packages / procedures
  • Preparation of contract with Main Contractor (depending on the agreed Contracting Strategy)
  • Evaluation of offers, preparation of comparison tables with financial & technical criterias
  • Preparation of project’s Time Schedule including critical path and milestones
  • Assistance (or direct involvement) to negotiations with Main Contractor/subcontractors/suppliers
